To shape this evolution, Axon partnered with Dr. Paul Taylor, one of the foremost experts in police use of force decision-making, human factors, and evidence-based research in the U.S. Taylor’s research into how officers learn and respond under stress has shaped the program’s structure and methodology.

“For years, training has been built around what I call the ‘block-and-silo’ model,” explains Taylor. “The majority of Law enforcement agencies teach skills in isolation and expect them to connect in the field. Real life doesn’t happen in silos. On the street, every decision, every movement, and every tool must come together seamlessly. MIS 2026 is designed to teach law enforcement instructors how to bridge those gaps — integrating tactics, technology, and judgment into one cohesive training system.”
