“Don’t stop, don’t quit.” Those were the words coming out of Drill Sgt. Griffin’s mouth in the back of a Peoria ambulance as Officer Bill Weigt was whisked towards the ER. Weigt was fading fast, drifting in and out of consciousness due to a bullet lodged in his spine.

Weigt could hear the firefighters as they helped load him into the ambulance. Entry wound, but no exit wound. In that moment Weigt knew he was paralyzed. The bullet had entered his chest, hit a rib, and ricocheted to his spine.

Peoria PD is a small department. On December 17, 2005, there were 7 officers working the graveyard shift. One officer had the night off, but decided to come in anyways. That officer was Bill Weigt. A call for service came in for a drug deal gone bad. The call came in at 4:20am and involved, ironically, a dispute over a bag of weed. Officer Weigt and 5 of the other 6 officers on call were dispatched. 

Despite the ironic nature of the call, when Weigt arrived the situation that unfolded was anything but funny. The suspects attempted to outrun the officers in their car but blew a tire, and when Peoria officers advanced on the vehicle gunshots began to ring out. Officer Weigt couldn’t get to his shotgun, so he moved to a different position, when all of a sudden he was shot.

“Don’t stop, don’t quit.” It took a while to recover Officer Weigt from the scene due to ongoing gunfire. Weigt had six heroes that night. Officers Jeremy Cooper and Jason Smith moved into the line of fire to pull him out. Deputy Christian, a Maricopa County Sheriff’s Deputy who witnessed the call on his way to work, had Officers Cooper and Smith load Weigt into his truck. Christian drove Officer Weigt as far out of the “hot zone” as he could, and finally firefighters were able to load Weigt into an ambulance. Officers Carpenter, Dugan and Borsche also played a key part in Weigt’s survival.

Before joining Peoria PD, Weigt was in the US Army Infantry for 3 years from 1993-1996. While in the Army, Bill’s Drill Sergeant was Sgt. Griffin, a tough but fair Sgt. from Georgia. During training, officers had to go into gas chambers, where Sgt. Griffin would make them recite their name, rank, social security number, and other personal info before they could leave.


“Don’t stop, don’t quit.” Sgt. Griffin was commanding Weigt, pushing him to work through his injuries. Suddenly, Sgt. Griffin disappeared and was replaced by Sgt. John White, who trained Weigt during his first week of infantry training. Sgt. White was now in the back of the ambulance, grabbing Bill and telling him to get up and get his ass in the fight. Weigt begins to struggle and trying to stand up despite his injuries. Finally, the ambulance arrived to the ER. As the doors swung open, Weigt was greeted by a bright white light and a short, Puerto Rican doctor. Weigt stopped struggling and turned to the doctor. “Am I done? Am I done now?”

Weigt was indeed done. He had survived the gunshot, the trip to the ER, and would wake up from a coma 3 days later, on December 20th, his 31st birthday. He was paralyzed, but alive. And over the next 16 years, he would continue his service for Peoria PD, although not in the field, but as an investigator.

As we begin a decade amidst global protests about police brutality, Axon may soon become one of the most consequential tech companies. Almost every adult in Western society knows Axon’s marquee products: the TASER device and the police bodycam. And as the world rethinks the future of law enforcement, Axon’s technology will play an increasingly important role in how society functions.

I joined Axon’s Board of Directors 10 years ago. At the time, Axon was a small company called TASER International. Rick Smith, the founder, convinced me to join his simple yet inspirational mission: to Protect Life. Rick had founded the company to sell TASER devices, so people and police would use guns less. In 2010 he wanted to expand it from a small manufacturer of nonlethal weapons to be a much larger tech company, to sell bodycams and software services, to help reduce the use of force of all kinds.

Now, as I look back on 10 years at Axon, it’s bittersweet to see how far things have come for Axon the company, and yet how much farther we have to go as a human race.

But as I look back at the last 10 years, I ask, could we have done more to protect life? At a time when the world is gripped by images of the brutal killings of Black Americans such as George Floyd, Ahmaud Arbery, and Breonna Taylor, Axon’s most important work is in what comes next.

Millions watched the death of Rayshard Brooks as it was captured by Axon cameras. A decade ago, Mr. Brooks’ death would have been explained only in the words of the police officers on the scene. Today, we have video evidence from multiple vantage points, showing the full interactions that led to Mr. Brooks’ death. We shouldn’t accept for events like this to be judged only through the lens of race, nor through a one-sided memory of what happened, when technology can present a more complete story.

The transparency and accountability provided by bodycams aren’t magical solutions to prevent deaths, but they do give a clearer picture of what happened. This clearer picture not only helps ensure justice is served, it also leads to de-escalation in the moment, reducing complaints against police by 93%. 

As politicians consider police reform to battle systemic racism, while most tech companies contribute little more than statements of support, Axon courageously asks how new technology can help:

Could cities demilitarize police by following London’s example, arming cops with cameras and TASERs instead of deadly guns and batons?

What if virtual reality could be used to train police officers to see the world differently, to better deal with issues of racism, mental health, and violence?

What is the ethical role of AI in policing? Computer vision could help recover a stolen car or a kidnapped child, but it could also expand racial profiling and perpetuate racism.

Can school shootings be prevented or reduced using technology?

How does one build policing technology that is used for good, while preventing misuse?

Could a TASER device be effective enough to truly obsolete the bullet?

These are all questions that Axon will face over its next ten years of growth. They are technological questions, but also social, ethical, political, and philosophical questions. Over the next decade, the team at Axon must engage a broad group of stakeholders to think through the answers. 

As a multi-billion dollar global company, Axon doesn’t only serve customers in law enforcement. Axon’s ultimate customer is society at large. Where many people see a false choice between public safety and civil liberty, Axon sees that these concepts are intertwined.  A safe and just society requires a public that feels safe and a government that values protecting the civil rights and privacy of all its citizens. The state of New York recently passed new discovery laws that will take effect on January 1, 2020, impacting the current process of digital evidence disclosure. Article 245, which is part of a state-wide initiative focused on criminal justice reform, will require prosecutors to provide initial discovery within 15 days of arraignment. In turn, law enforcement agencies are required to proactively submit all forms of digital evidence as soon as possible. Proponents of the law hope it will expedite case processing periods and shorten jail stays for defendants detained before trial. Some law enforcement agencies are expressing concern about the article’s impact on their workloads and processes, which is why we spoke with key experts to learn more about its impact. 

We spoke with Alex Wilson, Esq, Associate Counsel at the New York Sheriffs' Association and Chief Mike Ranalli, JD, former President of the New York Chief's Association to get their perspectives on the new Statute. Read below to see what the new requirements could mean for you and your agency. 


Q: How do you expect agency evidence management and submission to the prosecutor to change after 245? 
Mike Ranalli: The most fundamental change is that it will be a lot faster and therefore more burdensome. Today, the process of discovery is on-demand, meaning the prosecutor asks agencies for specific digital evidence, and agencies package it all together and share it. On January 1st, the process will become automatic—prosecutors will need to provide the defense with all digital evidence related to a case within 15 days of arraignment, meaning the police need to turn it over in less time than that. This will be a huge burden on both the agency and the prosecutor. 

Alex Wilson: This means that all digital evidence will have to be collected, edited, collated, and disclosed within 15 days if it exists at that point. There is a grace period built into the law stating that the district attorney may, on notice, claim another 30 days to disclose the material that they have in their possession without a motion. But after the 30 days, the only further extensions available are at the discretion of the presiding judge. 

Q: How will the changes from 245 impact agencies? 
Mike Ranalli: I'm hearing that agencies may create dedicated discovery units to manage these changes, which could have a taxpayer impact. With smaller agencies, the burden to manage, pack and share data will likely fall on the officer.

Alex Wilson: It will throw a wrench into their current processes, and law enforcement agencies might be triaging cases following the implementation of this law. The scope of the statute is wide-ranging—it applies to every type of digital evidence and to almost every type of case you can conceive of: felonies, misdemeanors, violations, and simplified information cases. This means that all digital evidence from a given case would have to be submitted within 15 days. Imagine the volume of cases generated on a given day by a given agency — it becomes a daunting task for an agency to comply with the new discovery rules. 

Q: What are the impacts of non-compliance with the timeline required by 245 on agencies? 
Mike Ranalli: If there are any delays to the timelines specified in the statute that aren’t otherwise approved by a judge, the impact would depend on the circumstances of the delay and how relevant the material was to the case. It is an area that will have to be developed in new case law pertaining to the new provisions. 

Alex Wilson: The statute does not lay out specific penalties, but I would speculate that it will depend on the severity of non-compliance. If the evidence that is failed to be turned over is relevant but not contributing towards the guilt or innocence of the individual, it could result in an admonishment from the court. If the failure to turn over the material is deliberate, or if itself is very dispositive as to guilt or innocence, the court has to make the decision if it calls for the dismissal of the case. The biggest penalty would be a miscarriage of justice; that is, a case is dismissed because law enforcement and the DA could not comply with the statute. In the case of sheriffs, who are elected officials, if a case is dropped due to the strict timelines, the public may not care why it happened and it could unfortunately impact re-election. 

Q: What steps should agencies take to navigate the new requirements that come with 245?
Mike Ranalli: Agencies should be in active discussions with their district attorney’s offices, and the officer or detective at the time of the arrest should focus on duplicating and tagging evidence immediately. This clearly is the time where everybody should be going digital, as it will make the process so much easier. I like the digital systems because all the evidence is right there in the cloud. You can simply share it with the prosecutor.  

Alex Wilson: The statute directs that district attorneys must maintain an open line of communication with law enforcement agencies. There are talks of centralized repositories for evidence where everything gets dumped into a central server with an identifying code or case number. This way, law enforcement has satisfied its obligation to make it available to the district attorney, who can then turn it over to the relevant defense counsel. This material would need to be scrutinized very carefully before being made available to the defense counsel, with attention to the confidentiality of witnesses by redacting identifying or personal information of non-parties, and chain of custody, which is paramount to the conclusion of prosecution.

When asked why they have an interest in law enforcement, millennials consistently say that the job seems exciting, challenging, and ever changing. 

Consider: Utilizing hi-speed, challenging events during recruitment and emphasizing the opportunity for lateral movement and diverse career arcs. To retain recruits, there needs to be ample opportunity for diverse work experience and and lateral movement. 


2. Serving the community and helping people

Millennials have a broad history of community involvement, with many being active through school or other organizations that they've been a part of. When asking a potential recruit why they want to be a police officer, it's quite likely that you hear something about wanting to help people. Well, millennials mean it. 

Consider: Leaning into the community service of law enforcement. Make this a focal point of the career and recruiting messaging.


Millennials have been part of teams for their entire lives (school, work, sports, clubs, etc.). They like the close connection to their coworkers.

Consider: Showcase the team work that goes into the job. Make sure you're using team photos in recruiting materials and showcasing the cross-organizational teamwork that is a part of policing. 


You know the saying about apples falling from trees. You'd be amazed at how many officers don't recruit their family members and friends. 

Consider: Making it an agency-wide push to recruit those within their sphere of influence. 


It's important to understand where you fit into the grand scheme of things regionally. Can't compete salary wise? Get creative.

Consider: Exploring PTO packages and other possible perks to compete with surrounding areas that can boast a higher salary. Try and organize partnerships with local organizations for special discounts or memberships. 


People want value and validation. Millennials are no different here. This is probably the easiest and cheapest to implement.

Consider: Give a little praise. It can go a long way – and it comes cheap!


We respect millennials enough to recruit, hire and train them, but when will we respect them enough to retain them? Research indicates the people are more interested in how the decision was made more so than the why or the what.

Consider: Setting up better internal infrastructure and processes to review and acknowledge feedback. This is another where a little can go a long way. Simply taking the time to acknowledge and discuss input from new hires goes a long way for retention. Even if most ideas are not necessarily new or innovative, having the conversation and taking the time to explain the feasibility or infeasibility will pay dividends.

In 2016, an officer who served his community very well for 17 years died by suicide. He had spent the last two years of his life struggling from post-traumatic stress, a direct result of two on-duty incidents. After his death, his Lieutenant told me that he wanted to give this officer a funeral with honors because he deserved it – but some of the officers in his department thought otherwise.

Those officers said he didn’t deserve it, he wasn’t one of them anymore. He chose to leave them. He chose suicide. Others in the department countered that he did deserve honors, saying that he served for 17 years, he was one of them, and he literally gave his life to the career. Some members of his community, the same people he served for seventeen years, said, “We don’t want to waste our money or our resources on him. He did not die a hero.”

Seventeen years.

How did we get here? Why have 463 law enforcements taken their own lives since January 1, 2016? Why do we ignore their service? Shouldn't we honor their service – not only for the officer, but for the family left behind?

The families get penalized the most. They lose their benefits, their income and their pride along with their loved one. They are left on the sidelines with little support. One of the widowed mothers I spoke with said, “I don’t know what to say when people ask me because that wasn’t him. We don’t know why he did that.”


At their core, the men and women who serve are not only duty sworn police officers. They aren’t cold, mechanical law enforcement machines devoid of emotion and feeling. They're human. Every single one has different life experiences, different sets of coping skills, different biological make-ups. They'll also have completely different sets of experiences on the job. So, they're all going to react differently. Some will be fine and might get through it no problem, no questions asked. Others are going to need help. They'll need an external factor to help get through it.

What we should be doing, instead of arguing about who is right or wrong, is addressing this traumatic trend and it's causes. We don't need to be sweeping it under the rug or stigmatizing it. When it comes to officer suicide, we need to:

Change the narrative

Start regular discussions about mental health and suicide in law enforcement during basic recruit training, in-service training, and shift briefings.

Show officers that operational stress injuries change the way the brain functions creating a physical injury that may manifest itself in a variety of ways associated with their physical and mental health.

Teach officers that mental health checkups should be used like regular visits to the dentist. We don’t wait until we have a problem. We go to prevent a problem.

Officers who have received help and stayed on duty or successfully returned to duty should be encouraged to share their stories and mentor other officers.

Encourage mental health workers, chaplains, and other sources of support to ride along with officers on a regular basis. This builds trust between the parties and ensures those who may be called on for support have a better understanding of the challenges of police work.

Officers are taught to be in control of everything and we learn this through training and practice. The single best way to stay in control of your mental health is active prevention and mitigation techniques and this can be trained and practiced. Identify credible trainers to bring in this information and then adopt it agency-wide.

Train families to manage the stresses of law enforcement. Families need to understand police culture, learn to recognize the signs and symptoms associated with operational stress injuries, and must know who they can call and where they can seek help.

Families must know that seeking help is the right answer and not fear agency policy. Officers or families who believe they are choosing between paying the bills and asking for help justifiably feel as if they have no choice.

Establish a relationship with the family before there is a need. Spousal support networks, shift/unit socials, and agency-wide events allow interactions amongst peers and their family outside a work environment allow the trust to build.

Agency administrators must establish a clear policy ensure that the agency's objective is to get officers healthy and back to full duty as quickly as possible.

Supervisors have tremendous influence over their officers and therefore must lead the charge for better mental health by setting the example.

Identify credible mental health resources in your area that understand police culture. If you don’t have someone, then find someone who is willing to learn our culture and teach them.
