Saint-Jean-sur-Richelieu Police Department
Located just 40 kilometers (25 miles) southeast of Montreal, the city of Saint-Jean-sur-Richelieu has a population of around 100,000. Like many midsize Canadian cities, Saint-Jean-sur-Richelieu faces growing concerns about both criminal activity and road safety. To address these concerns, the Saint-Jean-sur-Richelieu Police Service (SPSJSR) has made strategic investments in technology to modernize operations, improve efficiency and enhance community protection. At the heart of this transformation is the Axon Ecosystem.
The Axon Ecosystem is a network of connected hardware and software that allows officers to detect threats quickly, coordinate responses in real time, and manage evidence seamlessly — from the field to the courtroom.
Traffic enforcement is a key priority for residents of Saint-Jean-sur-Richelieu, and auto theft is a key concern for SPSJSR. With Axon Fleet 3, SPSJSR can tackle both issues with one integrated solution. Fleet 3 is an in-car camera system with ALPR capabilities. In one recent incident, Fleet 3 scanned a license plate that appeared on hotlists from the Canadian Police Information Centre (CPIC) and the Société de l'assurance automobile du Québec (SAAQ). The vehicle was stolen. Officers used Axon Respond to coordinate across units in real time, as they tracked the vehicle's movement and safely executed a stop. The entire encounter was recorded by Fleet 3 cameras, processed through Axon Evidence, and securely shared with the municipal court.
Since adopting Fleet 3 less than six months ago, SPSJSR has scanned over 3 million license plates and generated more than 120,000 actionable hits, flagging everything from suspended licenses and expired registrations to stolen vehicles and plates linked to missing persons. These alerts come directly from CPIC and SAAQ, enabling all SPSJSR officers to detect and act on critical threats during routine patrols — even if they aren’t assigned to traffic.
When searching for technology solutions, ease of deployment and ease of use were critical factors for SPSJSR. Axon solutions are designed to be user-friendly. Officers can tag and upload video evidence from the field, categorize it by offense, and immediately share it to municipal courts. The result is an automated evidence workflow that saves time, eliminates administrative burden and ensures fast access for prosecutors and judges.
With Axon Evidence, we really simplified the sharing of video evidence between our department and our municipal court
-Jacob Landry, Agent, Service de Police de Saint-Jean-sur-Richelieu
Currently, SPSJSR has established evidence-sharing processes with the municipal court and limited partnerships with other law enforcement agencies while continuing to look ahead at interoperability — especially with larger agencies like the Ontario Provincial Police. Saint-Jean-sur-Richelieu Police has long seen itself as a regional leader in public safety modernization. By investing in connected technologies, the department is delivering results today and preparing for the demands of tomorrow.
