How Connecticut State Police Built a Connected Ecosystem for Modern Policing
Connecticut State Police is the state's largest law enforcement agency, serving communities across all 169 municipalities while acting as the primary law enforcement agency in 78 towns. Troopers patrol interstate highways, protect Bradley International Airport, support statewide investigations, and provide specialized services that many local agencies cannot provide independently.
This unique mission requires technology capable of supporting everything from rural patrol operations to major criminal investigations and statewide emergency response.
Like many agencies, Connecticut State Police found its legacy technology could no longer keep pace with modern policing.
Existing systems required significant manual effort to retrieve, transfer, and share video evidence. Administrative work consumed valuable patrol time, while disconnected technologies limited opportunities to streamline investigations or improve collaboration across the justice system.
Rather than addressing each problem individually, leadership decided to rethink the agency's entire technology strategy. Commissioner Ronald Higgins, who leads the Department of Emergency Services and Public Protection (DESPP), explained their thinking.
"If not now, then when? I didn't want the largest police department in the state of Connecticut to be behind the curve... I wanted the state police to raise the bar."
From the outset, Connecticut State Police focused on creating a connected operational environment. This led them to Axon. As Commissioner Ronald Higgins explains:
"Axon stood out as the one that provided us an ecosystem versus just a simple tool to solve one particular problem. The Axon suite enables us to solve a number of different problems, and also has linkages to the courts and other places as well."
Captain Ryan Maynard said that body-worn cameras, Fleet 3 cameras, and Axon Evidence were intentionally prioritized because they create the foundation for everything that follows.
"That sets the groundwork for us to get into this ecosystem and bring in these other technologies like Draft One, Fusus, real-time crime centers, AI.” The full ecosystem supports everything from the start of the call to getting that case into the courtroom.
The rollout began with statewide deployment of TASER 10 while simultaneously implementing connected evidence management, camera systems, and AI-enabled workflows.
Like most agencies, staffing is a challenge for CSP.
Captain Maynard explains, "As our staffing decreases, we need to find a way to still accomplish the same amount of work. Technology might be able to bridge the gap. It's a force multiplier."
Throughout planning, Connecticut State Police sought input from troopers, legal teams, prosecutors, policymakers, and command staff. They wanted to understand the existing gaps and inefficiencies, ensuring a unified solution could solve those problems.
Colonel Daniel Loughman emphasized that the goal went beyond simply deploying equipment. "We wanted to make sure that we took full advantage of all the efficiencies that were offered."
Another reason CSP selected Axon was that they were looking for a strategic partner. Commissioner Higgins explained, "We're not just technology partners. We're strategic partners. Axon is going to help us achieve our goals."
Leadership also viewed the investment in a public safety ecosystem with a strategic partner as a way to ensure the agency remains prepared for future capabilities rather than repeatedly replacing outdated systems.
One of the most immediate improvements has been the movement of digital evidence.
Under previous workflows, officers often spent significant time manually downloading and distributing video. With connected evidence management, investigators can upload directly from the field, allowing evidence to become available almost immediately.
Captain Maynard describes detectives recording interviews on their phones and having the evidence automatically available in Axon Evidence once uploaded, eliminating manual handling that previously delayed investigations.
Colonel Loughman also notes that easier access to body-worn and fleet video helps support FOIA requests, prosecutors, legal staff, and officers reviewing incidents.
These outcomes have been felt across the organization:
Internal Affairs reported a 30% reduction in case completion time as a direct result of Axon Evidence and Draft One (non-criminal administrative case reviews).
Labor/Personnel staff noted that automated transcription of video evidence has significantly reduced processing time; work that previously took days now takes hours.
Legal Affairs reported that Redaction Assistant has meaningfully accelerated FOIA request fulfillment.
Troopers responsible for evidence management at the Troop/Barracks level described the platform as a "game changer," citing faster workflows and more efficient evidence sharing with courts and internal stakeholders.
Leadership repeatedly emphasized that efficiency is ultimately about increasing public safety. Reducing administrative work allows troopers to spend more time responding to calls and engaging with communities.
"Success looks like getting our people on the road and out of the office," says Captain Ryan Maynard. "The more people that we can have interacting with the public... the closer they are when an incident occurs."
While in the community, the real-time translation capabilities of Axon Assistant have proven extremely useful. Troopers can now communicate directly with individuals speaking languages including Spanish, Turkish, and Russian. In several cases, this capability enabled on-scene de-escalation that would not have been possible through traditional translation services, since Troopers were unable to identify the language being spoken to request an appropriate interpreter.
Officer safety remains central to the initiative.
Connecticut State Police completed deployment of TASER 10 across the agency, and the improved precision has enabled successful deployments in situations that previous systems could not have safely supported. This means troopers can resolve encounters with armed individuals using a less-lethal option where a lethal response would otherwise have been the only viable alternative.
Colonel Loughman explains, "We've already had successful TASER deployments... keeping our officers safe, saving lives, and enabling us to use less lethal force."
Commissioner Higgins also spoke the importance of giving his people confidence and support:
"One of the things leaders need to do is provide the people working for us with certainty—certainty that they have the best equipment, certainty that their leadership did not skimp, and certainty that leadership is looking around the corner, anticipating what's next and making certain they're in the best possible position."
The value of an integrated ecosystem extends beyond evidence management.
During large events like a high-profile concert or the NCAA championship at the University of Connecticut, command staff used Fusus live mapping to monitor deployed troopers in real time.
Leadership could see officer locations, stream live video from the field, and support operational decision-making from both the command post and remote leadership locations.
The incident demonstrated how connected technologies improve coordination across large-scale public safety events while giving command personnel enhanced situational awareness.
Connecticut State Police also views AI as an important component of the connected ecosystem—but one that requires thoughtful governance.
Captain Maynard emphasized that AI-generated reports remain subject to officer review and supervisory approval before becoming part of the official record.
Colonel Loughman similarly noted that the agency worked closely with its legal staff and the Chief State's Attorney's Office to ensure new AI capabilities are deployed responsibly and ethically.
For Connecticut State Police, modernization is not defined by any single product. It is defined by connection.
By building an integrated ecosystem rather than deploying isolated technologies, the agency is creating a platform that connects officers, digital evidence, AI, command staff, prosecutors, and future innovations into a unified operational workflow.
As additional capabilities such as AI, DFR, and expanded real-time operations come online, Connecticut State Police expects that ecosystem to continue improving efficiency, strengthening officer safety, and delivering faster, more responsive service to the people of Connecticut.
