DC Ranch is a 4,400-acre master-planned community located in North Scottsdale, just a few miles from Axon headquarters. GardaWorld Security, US serves as the contract security provider for the community, where residents expect responsive service, professional conduct, and visible patrol presence throughout gatehouses, trails, and common areas.

When GardaWorld Security, US won the DC Ranch contract, it replaced a prior provider that had experienced service delivery challenges. The community required stronger leadership visibility, more consistent gatehouse performance, and improved oversight of patrol operations. Staffing gaps and uneven supervision had also contributed to overtime pressure and inconsistencies in day-to-day execution.
The existing consumer-grade body-worn cameras at the site also presented an opportunity for improvement. While DC Ranch valued video documentation as part of its broader security strategy, the previous approach lacked the continuity, chain of custody safeguards, and operational structure necessary to support effective review and accountability.
What Axon Evidence delivers is a significantly higher standard of operational continuity, data integrity, accountability, and standardized procedures — capabilities that were simply not achievable with the previous body-worn cameras.
The community also recognized the importance of balancing security operations with resident privacy expectations and maintaining a welcoming residential atmosphere.
GardaWorld Security, US implemented Axon body-worn camera technology and Axon Evidence at DC Ranch to provide a more secure and reliable method for documenting interactions, preserving evidence, and reviewing incidents when necessary.
The upgraded approach replaced the site’s earlier consumer-style process and established a more professional evidentiary workflow for incident documentation, supervisory review, and coordination with law enforcement when appropriate.
The team is also piloting smaller-format Axon Body Mini cameras to expand coverage to additional positions. The compact devices support operational accountability while offering a less intrusive appearance that may feel more approachable within a residential community environment.

GardaWorld Security, US says one of the most visible changes at DC Ranch has been the increased consistency in professionalism and documentation. This is particularly important in a private residential setting where residents and guests often expect a hospitality-oriented experience in addition to security services.
Scott Connelly, Operations Manager for GardaWorld Security Arizona, described the cameras as a way to “bring our security team up to the next level of professionalism,” noting that the transparency supports confidence and trust between the security team, residents, and community management.
The body-worn camera program has become especially valuable when questions arise regarding interactions or conduct. Supervisors can now review footage instead of relying solely on recollection or competing accounts when evaluating complaints or incidents.
Connelly noted that the footage provides “an objective record” that helps the team review situations more accurately and respond with greater confidence and consistency. In practice, this has allowed decisions to be based more heavily on documented interactions rather than assumptions or incomplete information.
Connelly described the cameras as “a great training tool.” Supervisors regularly review interactions to identify opportunities where an officer’s communication style, approach, or de-escalation techniques could be improved or refined.
The footage has proven valuable not only for policy compliance, but also for coaching officers on tone, professionalism, presence, and customer-service expectations within a residential community environment.
Leadership emphasized that many reviews are developmental rather than disciplinary, helping reinforce professionalism and consistency without creating a punitive culture.
When incidents require police involvement, GardaWorld Security, US coordinates closely with the Scottsdale Police Department. Security personnel may document incidents involving criminal damage, suspicious activity, or disruptive behavior and provide relevant information when requested by law enforcement.
Connelly described the relationship with Scottsdale PD as “fantastic,” noting the department’s understanding of community-oriented policing and the unique dynamics of a master-planned residential community.
This coordination helps GardaWorld Security, US provide timely information while remaining focused on serving residents and supporting overall community safety objectives.
The team described several recurring issues where body cameras have proven useful. These include resident complaints about officer conduct, incidents involving criminal damage, and quality-of-life disruptions such as off-leash dogs, e-bikes, and other neighborhood concerns.
One example involved incidents where younger individuals damaged trees and pool-area furniture. GardaWorld Security, US was able to capture the events on camera, gather information, and support the broader response. Another example involved community concerns around e-bike activity, where footage helped Scottsdale PD and GardaWorld Security, US better understand what was happening and respond appropriately.
Connelly summarized the team’s philosophy simply: “We want to make certain the community knows that we’re there for them.”
At DC Ranch, GardaWorld Security, US has utilized Axon body-worn camera technology and evidence management tools to support a more transparent, accountable, and disciplined operational model. The program has helped improve documentation, support incident review, strengthen officer training, and reinforce professionalism throughout the community.
Looking ahead, GardaWorld Security, US is piloting expanded camera deployment across additional positions while continuing to evaluate operational metrics and reporting tools that can support future community discussions and board-level reporting.
