About the Organization

Founded in 1874, Aston Villa FC is one of England's most historic football clubs. Based in Birmingham, the club hosts men's, women's, domestic cup, European competition, and international fixtures at Villa Park.

As attendance grows and the club prepares for future international events, including UEFA Euro 2028 fixtures, the need for scalable safety and security technology continues to increase.

The Challenge

Each matchday at Villa Park requires Aston Villa FC to coordinate hundreds staff members alongside police, ambulance, and fire services while managing crowds of more than 40,000 supporters.

The club operates one of the best CCTV systems available within the UK, but fixed cameras cannot always provide the context needed to assess incidents in real time. Safety leaders could often see what was happening, but lacked audio and a first-person view of certain situations. This made it difficult to understand the true nature of interactions or whether things were escalating.

Aston Villa was relying on a mix of older body-worn camera systems that lacked consistency in performance and user experience. The club wanted a modern solution that could improve situational awareness, protect staff, and provide reliable evidence when incidents occurred.

The Solution

Aston Villa FC had an established relationship with 2CL Communications, a specialist supplier of communications and security technology to sports venues across the UK. Building on that partnership, 2CL introduced the club to Axon body-worn cameras and ran a proof of concept demonstrator at Villa Park, giving the safety team the opportunity to evaluate the technology within their own operational environment. Following the successful trial, the club proceeded with a full deployment.

Richard Cox, Safety Officer for Aston Villa FC, worked for the police before joining the football club. “We absolutely knew how to use the Axon Body-worn cameras and operate them. We knew about the backend system and in terms of how we save evidence and how we share evidence."

The club deployed approximately 30 Axon Body 4 cameras to key operational personnel, including stand managers, senior stewards, and response leads. Axon Respond enables live streaming into the matchday control room, while Axon Evidence provides a centralized platform for reviewing, managing, and sharing footage.

Together, the solution gives safety leaders real-time visibility into incidents while creating a secure workflow for investigations and information sharing.

Results

Better Visibility and Better Decisions

One major benefit has been the ability to understand incidents as they unfold. Cox explains, "Actually live streaming the Axon body-worn video and understanding the context, the conversation, understanding the level of aggression or the lack of aggression gives us a really good understanding as a safety officer."

During a European fixture, livestream footage helped the safety team assess challenging crowd conditions outside away supporter entry points. While CCTV showed congestion and police activity, Axon Respond provided additional context that allowed leaders to determine conditions remained manageable without restricting access to the stadium.

Greater Protection for Staff

The deployment has increased confidence among frontline personnel and reinforced the club's commitment to protecting staff from abuse and unacceptable behavior.

The key thing for me here is confidence amongst the staff. They are really now confident in the units, how to use them and confident that actually they protect them when they're dealing with issues

The visible presence of body-worn cameras has also helped de-escalate interactions before situations escalate further.

People see that they're being recorded and their behaviour comes down.

Supporting a Positive Stadium Environment

Body-worn video has become an important tool for investigating incidents, supporting supporter conduct decisions, and sharing evidence with West Midlands Police.

The safety team reviewed more than 217 supporter-related incidents during the season. Video evidence provided a fair basis for 85 active bans of attendees, an effective prevention measure of future incidents. By providing objective evidence and improving collaboration across agencies, Axon technology helps Aston Villa maintain a safe and welcoming environment for supporters, staff, and players alike. 

Cox shared an example that highlighted the impact. A supporter was verbally abusing a player from the stands, and this was heard by staff and supporters and captured on video. The police intervened and removed and arrested the abusive supporter. Cox explained, “By creating a safe environment, we allow the players to just focus on playing football, our staff to do their jobs, and our supporters to enjoy the game.”

Improved Collaboration with Police and Emergency Services

Aston Villa maintains close partnerships with West Midlands Police and local emergency services, all of whom operate from the matchday control room.

The ability to review and share video evidence has streamlined communication between agencies and improved coordination during investigations. The evidence-sharing process used to take two to three hours per case, but they can now share video in less than 20 minutes, saving time for both Aston Villa and the police.

"The flow of information is that much better when you can share a video and say, 'This is what happened,'" said Cox.

The club routinely shares relevant evidence with police and also receives supporting information when appropriate, helping both organizations make informed decisions regarding investigations and supporter conduct.

Conclusion and Looking Ahead

As Villa Park expands toward a 50,000-seat capacity and prepares to host matches during UEFA Euro 2028, Aston Villa FC continues to invest in technologies that support safe, efficient operations.

Based on the success of the initial rollout, the club plans to expand its body-worn camera program to approximately 50-60 cameras. 2CL will continue to support the programme as it scales, providing ongoing account management, technical support, and guidance on emerging Axon capabilities. They are also exploring additional options for hospitality environments where smaller-form-factor devices, such as the Axon Body Mini, may be beneficial.

For Aston Villa, the objective remains clear: provide staff with the tools they need to manage incidents confidently, make informed decisions in real time, and maintain the welcoming atmosphere that supporters expect from one of football's most historic clubs.
