Manage users
Axon Evidence Local administrators can manage user accounts to control access and maintain security.

Understand user account statuses
The account status for users appears on the Users page under the status column. An Evidence Local account can have one of the following statuses:
- Active: The user can access your Evidence Local organization, as determined by their assigned role. Administrators can modify account details for active users.
- Inactive: The user cannot access your Evidence Local organization. Administrators can create inactive accounts to pre-provision device assignments and other settings. Audit trails for inactive users remain available.
Add users
You can add users to Evidence Local individually or import them in bulk using a CSV file. Follow the steps below for your chosen method:
Add a single user
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Select Add User.
- On the Information tab, enter the following:
- First Name: The user's first name (optional).
- Last Name: The user's last name (optional).
- Middle Name: The user's middle name (optional)
- Badge ID: A unique badge ID that you assign. Typically, a user’s badge ID in Evidence Local should match the user’s badge ID in other systems. This practice simplifies analysis and reporting of data aggregated from multiple systems. It also simplifies Evidence Local's integration with your CAD system (if applicable)
- Username: A unique user name that you assign (required).
- Email Address: The user's email address.
- New Password: A password that you assign to the user (required).
- Confirm Password: Enter the password again to ensure it is entered correctly.
- Status:
- Enabled: The user is able to register and sign in to Evidence Local immediately after you finish adding the user
- Disabled: The user is not able to register or sign in to Evidence Local.
- Change password on the next log in: Allow the user to create their own unique password when they first sign in.
- Select the Groups tab.
- Select a group from the list to add the user to. Users assigned to a group inherit the rights assigned to that group. For details on each right, see Understanding User Rights.
- Select Add To Group, and then select Add.
- Select the Rights tab.
- Select the checkbox next to each action you want to allow the user to perform. Rights inherited from a group are indicated by a filled checkbox with a line inside it. For details on each right, see Understanding User Rights.
- Select Add. The user is added to Evidence Local and appears on the Users page. If their account status is enabled, the user will receive an invitation email.
Import users in bulk
Before you import your user CSV file, you can download an example file to use as a template for creating and formatting your data. Select Download Example File to start the download. The exact download behavior depends on the browser you use and its download settings.
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Select Import Users.
- Choose Select File to upload your CSV file.
- Select Import the rights associated with each user if you want to assign user rights based on the CSV file data.
- Select Upload. The users in the file are added to Evidence Local and appear on the Users page. If their account status is enabled, they will receive an invitation email.
Edit a user
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Locate and select the user you want to edit from the list. Use the search filters to narrow down the results if needed.
- Select Edit User.
- Make changes as needed on the Information, Groups. or Rights tabs. For details on each right, see Understanding User Rights.
- Select Save on each tab where you make changes to apply the updates.
Deactivate or reactivate a user
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Locate and select the user you want to deactivate or reactivate from the list. Use the search filters to narrow down the results if needed.
- Select Edit User.
- Select Status, and then select Disabled or Enabled.
- Select Save.
Delete a user
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Locate the user you want to delete from the list. Use the search filters to narrow down the results if needed.
- Select Delete User (trash can) in the row containing the user.
- In the Delete User confirmation window, select Delete to confirm.
Reset a user's password and security questions
- Sign in to your Evidence Local administrator account.
- Select Admin from the top menu.
- Under Users, select All Users.
- Locate and select the user account you want to unlock from the list. Use the search filters to narrow down the results if needed.
- Select More actions (...), and then select Reset credentials.
- Change the password for the selected user.
- Select the checkbox to require the user to change their password after the first login.
Understanding user rights

| Access video recall files | Allows the user to access video recall files. |
| Allow device registration | Allows the user to register devices. |
| Assign custom metadata to assets owned by user | Allows the user to assign custom metadata to their own files. |
| Assign custom metadata to unowned assets | Allows the user to assign custom metadata to files not owned by any user. |
| Burn DVDs | Gives the user access to the Burn to DVD option. |
| Capture and upload evidence with Axon Capture | Allows the user to capture and upload evidence using Axon Capture. |
| Change file owners | Allows the user to change the owner of a file. |
| Create and edit markers | Allows the user to create and edit markers for audio and video files in the media player. |
| Create reports on file audit trails | Gives the user access to the Create Report option. |
| Create reports on users and system activity | Allows the user to run detailed reports on system activity. |
| Delete files | Allows the user to delete files. |
| Delete markers | Allows the user to delete markers from a file. |
| Edit file titles, descriptions, and asset ID | Allows the user to edit titles, descriptions, and asset IDs from the file properties. |
| Export files | Gives the user access to the Download file option. |
| Import files | Gives the user access to the Import file option. |
| Log in to ViewXL | Allows the user to sign in to ViewXL. |
| Manage associations and destinations | Allows the user to configure association rules and destinations. |
| Manage cabinets, folders, and files | Allows the user administrative access to manage folders and cabinets. |
| Manage device assignment | Allows the user to assign and unassign devices through the Axon Device Manager ADM mobile app. |
| Manage device configuration | Allows the user to configure camera settings for body worn cameras. |
| Manage device pooling | Allows access to manage device pooling, enabling administrators to configure multi-user access to a set of devices. |
| Manage device status | Allows the user to change device names or settings, like speaker volume and indicator lights. |
| Manage evidence shells | Allows the user to manage placeholders for evidence that will be uploaded into the system. |
| Manage security for assets that user is owner of | Allows the user to restrict other users from viewing files they own. This allows the user to control access to their own files without having the "Manage cabinets, folders, and files" right. |
| Manage storage locations | Allows the user to configure storage locations. |
| Manage system settings | Gives the user administrative access to configure system settings. |
| Manage the custom metadata system | Allows the user to configure custom metadata fields. |

| Request media conversion on the web | Allows the user to request audio or video files be converted into a different format via the web. |
| Reset security on assets and folders | Allows the user to restore default security permissions to specific files and folders. |
| Respond live stream | Allows the user to view live streams from the Respond map. |
| Respond mark alert as false or resolved | Allows the user to update the status of alerts in Respond. |
| Respond view audit log | Allows the user to export the Respond audit log. |
| Respond view location map | Allows the user to open and view the Respond map. |
| Send files to folders/cabinets with the "send to" feature enabled | Allows the user to move evidence files into specific folders or cabinets using the Send To featuren. |
| Take devices from pool | Allows the user to check out devices from a shared pool. |
| TASER reporting and allocation | Allows the user to run and download TASER reports. |
| Verify the integrity of media files | Allows the user to use the Verify File Integrity feature to check media files for corruption, alteration, or tampering. |
| View all files (NOTICE: this overrides any security restrictions) | Allows users to access and view files, regardless of their assigned security or access restrictions. |
| View asset custom metadata | Allows users to view custom metadata fields for files. |
| View files that my user-groups can access | Allows the user to search for and access any file their groups have access to through security configurations. |
| View files that other users in my user-groups own | Allows the user to search for and access any file that any user with the same user group owns. |
| View files that you own | Allows the user to search for and access files they own. |
| View Incoming/Outgoing Transfers | Allows the user to monitor the status and details of evidence files being transferred into or out of the system. |
| View the destinations of a file | Allows the user to view files sent to and received from other Evidence Local systems. |
