ALPR Hotlist Management

Overview

Hotlists are lists of known license plates and vehicles of interest - typically stolen, associated with unlawful activity, or missing persons.

Type Description
NCIC (federal) Stolen vehicles, wanted persons, and similar national lists. Available to all agencies nationwide, but requires a one-time state CJIS Systems Agency (CSA) access approval that Axon coordinates on the agency's behalf.
State / DMV / DOR State-maintained lists (insurance violations, local stolen-property lists, known gang members). Format varies by state; integration requires custom API development coordinated with Axon.
Local BOLO / APB Agency- or region-specific "Be On the Lookout" / bulletin alerts not present in NCIC.
Amber / Silver Alert Missing-persons alerts distributed to law enforcement and the public.
Custom / local upload Agency-created and maintained; the agency controls membership and who sees alerts from it.

Permissions

To manage hotlists, you must have Hotlist management permissions. See ALPR Administration for the full permission table.

Audit

Every change made to hotlists is recorded in the ALPR Hotlist Management Audit Report.

Managing Hotlists in Fusus

Fusus Hotlist Management lets you view and manage all your hotlists in one place. From a single view you can see which hotlists are active, what type each one is, and whether it routes alerts, without opening each hotlist individually. You can also search to find records within a hotlist. To open Hotlist Management:

  1. Log in to your agency.
  2. Click Fusus.
  3. Click LPR in the navigation.
  4. Click LPR Hotlists.

From here you will see the full list of your hotlists, along with their status, type, and alert configuration.

Creating a hotlist

To create a hotlist, use the upload option to add it to your agency. A CSV template is available to help you format the file correctly before uploading. Once uploaded, the hotlist appears in your hotlist list along with its status and type.

Uploaded hotlist files cannot exceed 500,000 records or 50 MB, whichever comes first. Agency maximum total hotlist records is 15 million.

  1. If updating a hotlist that already exists, toggle Update existing hotlist on - this removes any records not present in the newly uploaded file.
  2. If the file isn't already in the Axon CSV format, download the template and fill it in. Required columns: Key, licensePlate, registrationState, offenseCategoryId, offensePriority. Optional columns include year, model, vin, color, vehicle type, and owner details.
  3. Enter the List name and a List expiration date.
  4. Select Choose file, attach the completed hotlist file, then select Submit.

Offense category and priority are coded fields in the CSV (e.g., 27 = Stolen Vehicle, 20 = Missing Person; priority 1-3 = Low/Normal/High). See Offense category codes and Hotlist priority codes below for the full tables.

Adding a plate to a custom hotlist

While on the hotlist list, click the Add a plate button at the top, or click the "+" sign in a specific hotlist to add the plate record. The plate becomes part of that hotlist and is matched against incoming reads.

Searching for a plate within a hotlist

Open the hotlist you want to search, then use the search to locate a specific plate record. Search operates within a single hotlist.

Editing hotlist settings

Open a hotlist to change its settings and alert behavior. You control how each alert is sent and who receives it. See ALPR Hit Alerts to learn more.

Snoozing a plate

Snoozing an alert for a plate is not yet available in this experience. Support for this is planned in an upcoming update. To snooze an alert in the meantime, continue using Fleet 3 search in evidence.com: go to your agency's evidence.com website, find ALPR > Search, find the plate you want to snooze, and click snooze on the details panel.

Hotlist maintenance

Task Steps
Delete a hotlist Hotlist Files > check the hotlist(s) > Delete > confirm. NCIC hotlists can't be deleted.
View hotlist details / update history Hotlist Files > select the hotlist.
Check upload status Hotlist Files > status column next to the hotlist - Pending, Failed, or Completed with errors.

Managing Hotlists in evidence.com

Still fully supported today, you can use hotlist management in evidence.com until your agency has moved to the Fusus experience above. Both stay in sync, since they share the same underlying data.

Uploading a local hotlist

  1. On the menu bar in Axon Evidence, select ALPR, then Hotlist upload.

Creating or adding to a hotlist manually

  1. On the menu bar, select ALPR > Hotlist record > New.
  2. In the details pane, enter the plate and vehicle/owner information.
  3. In List Name: type a few letters and select an existing list, or type a new name and select Create [name] hotlist.
  4. Add any notes, then select Submit.

Alert settings

Alerts are configured per-hotlist, from the hotlist's own settings gear - not as a single system-wide toggle. See ALPR Hit Alerts.
