Axon Corrections Advisory Board
Axon recently assembled a Corrections Advisory Board to provide guidance to the organization on the development of its services, with a focus on its impact on Corrections officials. The board is made up of individuals from varying fields in Corrections and Community Supervision, encouraging robust conversations about how Axon can support the work of those across the Corrections community.

Brad Livingston
Executive Director (Ret.) Texas Department of Criminal Justice
Brad Livingston served as the Executive Director of the Texas Department of Criminal Justice from 2004 to 2016. Brad led the operations of an agency with approximately 38,000 employees statewide, including state correctional facilities, parole and probation. He specializes in leadership development training, has served on numerous panels and has been a guest lecturer in the Executive Master’s program at the LBJ School of Public Affairs at the University of Texas at Austin. He also served as an instructor for the National Institute of Corrections Executive Excellence program.
Brad Livingston

Lori A. Massengale
Professional Development Program Manager – Georgia Department of Community Supervision
Lori Massengale began her career in public safety in 2006 with the State of Georgia as Pardons and Paroles as a parole officer and currently serves as the Professional Development Program Manager at the Georgia Department of Community Supervision. She is responsible for curriculum development and course facilitation for Management and Leadership Training. Lori has been recognized on multiple occasions for her work and contributions to the Department to include the Innovations Award and Employee of the Year. Lori holds a Master's Degree in Public Safety Administration from Columbus State University. She serves on the CIT Advisory Board with NAMI Georgia as well as other law enforcement officials and service providers statewide.

Paul Naumann
Chief of Advanced Training - New Mexico Department of Corrections
Paul Naumann currently serves as the Chief of Advanced Training at the New Mexico Corrections Training Academy (NMCTA) in Santa Fe, NM. He began his career in corrections in 2010 and has since worked as a probation/parole officer, police officer, instructor, and presently as a chief of training. Paul is a certified Master Use of Force Instructor and created the first in-house use of force instructor certification course for his department. He is also a Master TASER Instructor having certified thousands of students from all over the world, and approximately sixty instructors, in the safe and efficient use of Conducted Energy Weapons. He earned a Bachelor’s Degree in Criminology from the University of New Mexico in 2007 with a minor in military studies. After graduating, he was commissioned as an officer in the United States Navy and served from 2007-2009 until he was honorably discharged.

Todd Hill
Lt. Patrol Services Division - Oakland County (MI) Sheriff’s Office
Todd Hill is a 25-year veteran of law enforcement, currently serving as a Substation Commander, holding the rank of Lieutenant, for the Oakland County Sheriff’s Office in Michigan. Serving in various capacities in corrections, patrol, and investigations, he also spent more than three years assigned to the agency’s Training Unit, supervising Use of Force, Emergency Vehicle Operations, Firearms and TASER Training. Todd implemented and supervises the agency’s Peer Support Program and is a member of Oakland County CIT (Crisis Intervention Team) Advisory Council. Todd is currently earning his Doctorate in Organizational Leadership at Oakland University.

Tom Herzog
Deputy Commissioner (Ret.) New York Department of Corrections and Community Supervision
A 36-year veteran of Corrections and Parole work, Tom Herzog is the President and Chief Executive Officer of Tom Herzog Consulting, and The Herzog Group, organizations that provide technology and policy advice to Corrections, Community Supervision and Law Enforcement organizations. Mr. Herzog retired in July 2015 as the Deputy Commissioner for the New York State Department of Corrections and Community Supervision where he was responsible for all matters related to the Department’s Community Supervision Division, as well as its Technology, Strategic Planning and Research functions.

Dr. Jeffrey Beard, Secretary of Corrections (Ret.) California Department of Corrections and Rehabilitation and Pennsylvania Department of Corrections
Jeffrey A. Beard, Ph.D. was appointed as Secretary of the California Department of Corrections and Rehabilitation by Governor Edmond G. Brown, on December 27, 2012. As Secretary he was responsible for the overall management and operations of the Department that housed 127,365 adult inmates, 687 juveniles, supervises 43,859 parolees, has 54,717 employees and a budget of $10 billion. On December 31, 2015 he retired from CDCR after serving as Secretary for 3 years. Dr. Beard began his criminal justice career as a corrections counselor at the State Correctional Institution (SCI) at Rockview in June 1972. Dr. Beard holds a B.S. in psychology, and an M.Ed and Ph.D. in counseling, all from the Pennsylvania State University. Additionally, he is a licensed psychologist in Pa. (license currently in inactive status).
Jessica Daley, Lt. Lee County (AL) Patrol Division; Axon Training Advisory Board and Senior Master Instructor
Jessica Daley is a 17-year veteran Patrol Lieutenant with the Lee County Sheriff's Office in Opelika, Alabama. She is the Department's lead TASER instructor and program coordinator. Jessica is a member of the Training Advisory Board and a Senior Master Instructor. Jessica also serves as the training liaison on Axon’s Corrections Advisory Board. Jessica is a self-defense instructor with RAD-Systems and teaches these courses at Auburn University. Jessica is also a Certified Firearms Instructor. Jessica has a Bachelor's Degree in Business Administration from Flagler College.
Russell Jackson, Assistant Chief – North Carolina Department of Public Safety Special Operations
Russell Jackson began his career in October 1990 and has worked for North Carolina’s Prison Department, Juvenile Justice Department, Probation/Parole Department and a local Sheriff’s office during the past 30 years. He is a graduate of Western Carolina University with a Bachelor’s Degree in Criminal Justice. Russell has served as an officer inside of prison dormitories, a supervisor within prisons, worked in juvenile detention, adult probation/parole officer, adult probation/parole supervisor, sheriff’s detention officer, and full-time training coordinator with adult probation/parole.
Steve Maher, Deputy Commissioner and Chief of Investigations - New York Department of Corrections and Community Supervision, Former Deputy Bureau Chief with NY Attorney General’s Office
Steve Maher is the owner of Steve Maher Consulting, LLC, a small company focused on solutions for emerging issues in the corrections, parole and public safety industries, based upon Steve’s 33-year career in government, law enforcement, private industry, and education. Steve currently teaches with the State University of New York on ethics and leadership, homeland security, intelligence, law, justice, cybersecurity, and a variety of other subjects. He is the former Deputy Commissioner and Chief of Investigations with the New York State Department of Corrections and Community Supervision where he led over 200 investigators and five divisions in thousands of investigations with system wide oversight of more than 120,000 people.
Tim Klement, Lieutenant - LASD Custody Force Training and Standards Bureau
Tim Klement is currently a Lieutenant for the Los Angeles County Sheriff’s Department. He is currently assigned to the Court Services Division and oversees four courthouses. He is a 32 year veteran of the department and retirement is on the horizon. He has been with LASD’s TASER program since its inception in 2000/2001 and has been a TASER Master Instructor since 2003.
